Stimulus turns two: What's changed?

Protestors of Gov. Scott Walker's bill to end�collective bargaining rights for many state workers pack the rotunda at the state Capitol in Madison, Wisc. on Thursday.For the first 24 months after it became law, the stimulus helped shield governors and state legislators from booing crowds of public-sector employees and from some of the harsh choices about cutting costs.
