U.S. military plans massacre inquiry

The military will conduct a separate investigation into the circumstances surrounding Staff Sgt. Robert Bales' assignment to a combat outpost in southern Afghanistan, the top commander for U.S. and NATO troops in Afghanistan said Tuesday.
